Hello,
On my site, cookie bar doesn’t show : http://books.dev.lpa-it.fr/
This is a custom theme, jquery is loaded, I don’t know where the problem can come from.
Can you please have a look?

Does your theme have wp_head() and wp_footer() functions? I don’t see any code typical to that functions output.
