Compulsory Cookie policy acceptance

One of my clients told me that according to the new European law the Cookie policy must be accepted and the website can’t be navigated otherwise. I don’t know if this is true or not, but is there a way of making it compulsory that the viewer accepts the Cookie policy before being allowed to navigate the website?
